Also, using volunteers is not without cost. I was once forced to cancel a
volunteer programme because there were not the resources to recruit and
manage volunteers properly. They give their labour free, but otherwise it's
like employing a paid worker.

I could be mistaken but I believe one of David Cameron's wonderful measures
was to render charitable entities liable to tax on donations hence . the
cutback because charitable bodies are required to set aside money to pay the
exchequer, therefore the amount of money available for some voluntary
services is either unavailable or heavily reduced.
