This is not a bug but a new Voiceover  feature.
Now in order to read the Preview screen in Mail with Voiceover you need to do a 
single 3 finger tap.
I must admit I prefer the old default behaviour and I am not sure why the 
change was made without the option to revert to the old behaviour.

Hello Everyone.
It recently occurred to me that I should utilize the message preview
feature built in to iOS to read my emails as that would make the job a
lot quicker. I turned on message threading in mail settings, and set the
number of preview lines to 5. Now when I go in to mail, if the message
is an individual message and not part of a thread voiceover doesn't read
the preview though it's definitely on screen, confirmed by someone
sighted. However if I expand a thread, then it reads all previews out
fine. Does anyone have any idea what settings I need to adjust to get
voiceover to acknowledge the fact that I've turned on message previews?
Any help greatly appreciated.
