Yes - provided you have a set top box which supports this.
You used to be able to get a very cheap one from Tesco and there were
various other suppliers.
I think the RNIB have a page with a list of boxes which support audio
description.
There is also the Goodman's accessible set top version  discussed yesterday
on this list.
