I think you need to press the enter key to turn forms mode on.

Pressing the 'e' key should jump to edit fields, although it does not
identify empty fields as opposed to completed ones, but certainly beats
scrolling down the whole screen. I assume JAWS 9 does this as I only have
experience of 11, 12 and 13.
