The public folder isnt' the only folder you can upload too.

The default folder would be something like,

C:\Users\Damon Rose\Documents\My Dropbox

Within this you'll have a public folder and you put stuff in this folder to
share access links with, er, the public, grins.

Yes the installation is accessible but setup requires use of the screen 
reader's virtual mouse to know what is going on. You don't use the 
website to upload files; you copy the file(s) to the public folder and 
it will upload automatically. You can check how it is doing by looking 
at the icon in the notification area. Hope this helps.
