Look for a sequence of 16 digits? Or 4 sequences of 4 digits? This is
simple but easily broken in many ways, one of which you've already
described.

How does email software know whether  numbers are credit debit
card numbers,  or just long  reference numbers.

I have been mailed the  following

"Due to email security our software has been updated and will block
any email which are sent through containing credit/debit card details.

I appreciate this is currently the process that you use so could I
please request that you include half of the card number in one email,
and the other half in second email. The remaining security code and
expiry date can be  in third email."
