Derek, it depends very much on what you mean by "chat room".

For example, you can use an IRC client, which you do have to install, and which will connect you with thousands of chat rooms you can pop in and out of at will. You would need to know the exact name of the chat room in order to enter it, and they are all on many different worldwide servers. There may also be web based IRC clients now, but I'm not familiar with any as I haven't used IRC for many years now and have lost track of what's available. I wouldn't be surprised though as even my bank has an online webchat, which is effectively the same thing.

Likewise, you could also call a usenet group a chat room. If you have an account with a newsgroup provider you can access many lists or "chat rooms" via your email client. This type of chat room isn't in real time and is more like this list, just on a newsgroup channel and is open and free for anyone to use.

The third type of chat room could be a web forum. This could be in either an open or closed group where you have to register. As with the newsgroups, it is not usually in real time and relies on members posting replies to others. Some forums do have their own IRC channel attached as well, which is in real time.

So in order to answer your question you would need to tell us which sort of chat room you are referring to.
