Are you saying routers don't monitor outbound stuff?  They certainly do.
SPI is a great help here.

I don't think there is anything superior about my knowledge, but it is a
contentious issue all over the web.  From what I have read in the past, I
don't think you need any longer worry about software firewals if you are
behind a good, and I stress, good NAT router.

whatever is going as well as the router for added protection.
