[access-uk] blind people and the big society

Hi everybody, I'd held back from posting on this so far, but since Barry has 
now given it his go ahead I'd just like to put in my two penneth.
  As I understand it the respondsibility for provision of those goods and 
services till now provided by local authorities to blind people would pass to 
charities. Given that these goods and services have been provided free of 
charge by local authorities how will this work? Charities are commercial 
organisations, they don't give anything away, they sell it.
  Don't get me wrong, I'm all for people buying things where they are able to, 
but what happens to those who can't? Will they be left by the wayside, or will 
charities provide on the same terms as local authorities have till now done?
  I am one of the lucky ones that can afford to pay for things, but there are 
many who can't.
