Your friend would just put this into their USB port and have Internet access. This could potentially get expensive depending on how long their Internet is down for, but may be cheaper than paying for tethering if they don't already have one. I cant see why this isn't on topic for the list, so my reply is posted here for the benefit of all. Firstly, we need to know which phone your friend has. If its an IPhone then they can use the personal hotspot feature to connect to the internet via Wi-Fi, Bluetooth or a wired USB connection. This is assuming that your friend has a phone package which allows tethering and the personal hotspot feature hasn't been disabled by the network provider.
