If Word is your e-mail editor, it's a shade tricky. There
is a tiny down arrow to the right of the Options button in
the Tool Bar. Quite how you get at it with a screen reader,
I just don't know, but that's where the Bcc option is
hidden.

Start a new message. Go to the View menu,
and select "BCC Field", which will then become "checked".
From this point on, it should appear all the
time.
