When I posted the question the only items on the opening screen that were
identified by talkback were "trending", "subscriptions" and "library".
I altered one or two settings like announce password (all of which were
irrelevant to the problem) and now the controls like search are read out.
This is why I get so frustrated with add on technology for VI's whether on
PC's or smartphones.

Not sure what you're asking. To search, you should have a search edit box
on the screen, or tap more Options.
