Actually, I can't. I do not have XP myself but only 2k and therefore
am no expert on what is and is not possible with xp.
I thought you had problems getting the repair option to come up, i.e.
that your machine performed a regular reboot and dit not access the
cd but booted from your hard drive. I was therefore wondering if your
machine's bios is actulaly set to boot from cd. Thhis means the cd
drive would need to come before the hd in the boot sequence. You do
need sighted assistence to have your bios set to boot from cd.
I said I was not sure if you would have speech at the point the
repair option comes up when it does come up. This is for xp users to
answer and not myself.

You might need to get sighted assistance to boot off of the cd. I am not sure if you'd get narrator to run at this point to talk you thru the repair or if you needed sighted assistance for the process.

Is there any other way I can access the repair facility of the XP disc? This is a legit commercial product and not a pirate. It has been activated by MS and all critical updates installed upto date including SP2.

Having booted from the CD, if you keep going though the process, it should eventually tell you that it has found an existing Operating System, and prompt you to install a completely new one, or overwrite (Repair) the existing one.
