i think you can. the licence is a single user not a single computer.

But surely then, the computer print would be different, wouldn't it? does
the software only pick up the print from the hard drive? Does this mean that
if you reformat a drive you can install the same copy of win xp on 2
computers?

Generally when most PCs are sold with operating system, if you disturb this
and put one of your own on it may invalidate part of the warrantee though it
would e possible technically.  If you can get a PC sans operating system
then you could in theory install your Windows XP on this, even if it is an
upgrade provided you have the original Windows ME CD if it is an upgrade
version then XP can be installed on a clean drive.
