If you want accessibility, check out www.fastmail.fm. Their webmail client is fully accessible and they offer all the options pop, imap and smtp for any mail client be it pc or mobile.

I don't personally care because I don't really use Live/Hotmail much but
some people who only use one mail client (and do not use multiple PCs)
prefer Outlook Express to Outlook and they may possibly be greatful to
know there is POP3 access, obviously you're not that audience.  Gmail is
loads better IMHO because it is reasonably accessible online if you are
a screen reader user and there is no messing around with installing yet
more software just to access a service.  Using Mail clients at all will
be old hat for all but die hard users certainly within a decade if not
five years.
