Hi James, no, you don't need a static IP to run an ftp, a dynamic IP is fine. 
Since your IP is your ftp address you would just provide people with the 
updated IP.

    Hi, it's not necessary to buy space.  You can use an FTP Server program 
which will allow access to specific locations on your machine without a 
separate hosting company.  Effectively, you are hosting your own which would 
also allow you to host your own website.  You need to have a static IP address 
for this however.

      You need to buy space from a web provider like 34sp.com or hostpapa.co.uk 
and enable the anonymous FTP thingy on the control panel (Cpanel). I find 
hostpapa is a fairly accessible provider as far as access to the control panel 
goes ... but I'd be interested to hear how accessible other providers 
serverspace is. 

      I use Cute FTP. I prefer version 5 which I get from oldversions.com - 
it's more jaws friendly. Later versions feel they have to get more complicated. 
I've yet to suss how cute FTP 8 is any better and it's certainly less usable or 
intuitive.
