What I am after is software that will adjust the volume being fed through
the speakers in real time. So for example I am listening to an instructional
MP3 file and am using a screen reader. The file is rather quiet. I stop the
file so I can check some reference material using the screen reader but that
is far too loud. Yes, I know I can change the reader volume using keystrokes
or the sound mixer but that can become annoying when you have to keep
swapping from one to the other. Is there any software that will level out
the two volumes?

What about Levelator from Conversations Network:-

It is not accessible of itself through its own interface, but if you right
click or press the applications key or shift-F10 and then select Levelate on
an MP3 file, it will do the business for you and save the file to filename
levelated.mp3. You can then compare the two files.
