HiI don't believe this is an ISP issue, or a problem with your antivirus software as this would not block safe websites such as the RNIB talking catalogue.
I would hazard a guess and say that a setting in Internet explorer has been changed and this maybe stopping the browser giving you access to certain sites.
You say that you have internet explorer 6. I would try installing internet explorer 7 as it has several improvements over internet explorer 6 and is also more secure. If there is indeed a problem with a setting somewhere then a fresh installation will probably fix this.
It is not recommended that you continue to use internet explorer 6 anymore as it does have security issues.
