They say that they cannot order equipment without being charged VAT. So they are saying, the workaround this, is for them to transferee money To my bank account, (individual budget scheme) and then, I order the kit, and then no VAT would then be payable. Surely a council can place an order on behalf of A disabled individual, and still not have to pay VAT. ~What if it was ATW placing the order!
