Hi Steve,
Two questions I am right in saying that the Licence for Jaws can pre-exist the purchase of the new Laptop? My other question if a keyboard or mouse were marked would that count as "adaptive?" I don't think people on the list realise that if a VAT error is made it is the retailer who gets hit.
Apple can live with that, smaller companies can't.
Poor Jackie brought such vitriol on herself it  was awful.

you are  100% correct.
In  a  former sighted existance I  was  a  VAT officer.
At  the  end of the day the  Apple accounts  will be  forced to pay just
under £17  out of every  £100 they charged the  customer.
If they had an "exemption" granted by Customs and Excise then each person
buying the computer have to complet a VAT exemption form.
As I say I was trying to stay out of it, but the retailer not the customer
will have  to pick up the  VAT.
VAT rules aren't that complex, retailers have to  prove their case, Custom
and Excise dfault position is "give  me the money."
I have to say that the debate  offended me,  poor Jackie tried, to do what
she  always does,, pass  on useful information and it  all got  silly.
Well done Steve  for clearer it up, I  suspect you deal with the Vat
officer!!

This is not strictly true.

If the supplier installs a screen reader to a PC, then the CPU part of the
PC is also VAT exempt.  Not the screen or the keyboard if they are
external,
but just the CPU.  If it is a laptop then the whole thing can be exempted
provided that a screen reader is installed before despatch.

VoiceOver on the other hand is part of the operating system, as Narrator
is
to Windows, and so cannot be exempted.

This is what HMRC advised me.

in those cases, the vat can only be taken off the portion that would be
charged for the screen reader. so say a screen reader licence is 700 quid
inc vat, the vat can come off that £700 and not off the cost of the main
pc
package.

Hi.  I contacted the Birmingham Store about this and they informed me
that they don't offer such exemption to VI customers.  What's so
unfair about it is some people are getting away with it when
Voiceover products haven't had any adaptions made to them so I don't
understand why there is an exemption in the first place.  I would be
interested to find out if anyone else has visitted the Birmingham
store recently.

I confirm that after some discussions with the Manager of the apple
store in the Trafford Centre, I purchased an Ipad and received the
vat deduction.  I explained that other stores had ^one this and they
checked Apple's policy and then agffeed that it was ok to do it.  I
specifically went to the apple store as I feared that other general
stores would have no idea!

another point to bear in mind with regard to tax (vat) exemption is
that t6his exemption only applies if the product is specifically
deigned for use by a person with a known access requirement( speech in
the case of people with  impaired vision), voiceover although enabling
Vi users to access Apple products, is an integral part of the product
and not specifically designed as an  optional accessibility tool, if
voiceover was a separate product requiring a separate purchasing
transaction the case for an exemption to VAT would be stronger, maybe
a chat with  the VAT office might be more rewarding as they would be
in a better position to advise on specific grounds for VAT exemption ,
however, if you go through this route don't expect a simple clear cut
answer as the vat rules are horrendously complex
