[access-uk] User Account Control in Vista

On my Vista laptop I recently tried to install some demo software (Hal 10) but 
there was 
apparently a crash and the process only partly completed.    I cannot uninstall 
because it 
says that the software in question was not properly installed.   Dolphin 
Product Support 
suspect that the only solution may be to try and install again over the top of 
what is there 
already and then attempt an uninstall.   

But what happened has done something odd to my machine and I cannot entirely 
understand 
what is happening.  I am the only user and do not have to log on etc.  Hal 9 
should load at 
start up but I tend to get strange error messages such as "Hal has not bbeen 
installed under 
this user profile" and "Another user is already running a copy of Hal" I can 
cancel these 
dialogues and load Hal 9 manually, but who is the other user?    

I have read a lot about problems in Vista with User Account Control, but if I 
understand the 
dialogue in Control Panel this feature is turned off by default on this system 
anyway.  

Any ideas as to what is going on would be much appreciated.
