[access-uk] Urgent Help re Error at Start-up

Hi All

When my laptop boots up I get an error message saying "explorer.exe - unable
to locate component.  This application failed to start because browseui.dll
was not found.  Reinstalling this application may fix the problem."

I have tried starting the computer with the recovery CD and the same thing
seems to happen.

Can anyone tell me what to do?
