This is true, and I havent' had any other responses or the time to demo utilitys. So it might just come to Microsofts bulky ugly html coding....

If you want something quick and easy, open the file in Word,
and do a Save As, selecting HTML (Web Page) as the File
Type.

The HTML it produces won't be pretty, but it works.
