It would not have cost postage to send a mail shot to every address. If 
everyone is given an opportunity they can then decline the offer. It is highly 
unlikely that everyone would accept.

Yes but I know that everyone who was sent information about how to 
apply didn't.  I know the point wasn't for everyone to apply but the 
RNIB couldn't have known accurately how many people would apply.  If 
only a select number of people were offered the chance to apply it 
may have been to do with money, the new machines aren't cheap!
