Steve,
The blind persons tax allowance is just that, an additional tax allowance,
and is added to your personal allowance and any other tax allowances you may
receive. The only thing you need to make use of it is sufficient income
which may be a pension or other benefit. You don't have to be working.

I am sorry, but you are completely wrong about tax allowance. The blindness

a crazy situation, but it is true. I know that if you are married, you can
claim blindness tax allowance for a non-working blind partner, but if you
are single, and not working, you simply don't get it. Again, I disagree
with this, but I know it to be true.

Well we will have to agree, to disagree on this point!
DLA is very relevant here because one may choose to use that extra money to help with extra costs of buying the equipment. Remember, it's not compulsory to use DLA for paying for care.

I am sorry, but everyone has a tax allowance, whether they work or don't work, even children have a tax allowance!
Tax allowance are not linked to whether one works, but rather they are linked to income.
So to get back on topic, most blind people do receive extra funding, directly, or indirectly, that can be used for paying for the kit. I have given some examples but some more examples could be: Use Social Services direct payments.
