where is the option to add that all important Alt Tag description of the
photo?

I use the Twitter web page

from PC.
You will need to login, if you are not already.
Tab to the text field to write your tweet, then tab twice to "Add
photos or Video".
You can then use the file explorer type display that pops up to point
to, and select the photo you want to attach to your tweet.
You then need to find a "Tweet" button again and your tweet is posted.
