If you think of it as simply a cane, then it is a lot of money. However, if you think of it as a sonar for blind people that would give them a great deal of independence and confidence, then it doesn't seem quite so much. The problem is that it is out of the price range of the individual but is not an essential item that the local authorities might pay for. I think that an organisation, similar to the GDBA, might supply them to individuals with training. After all, £400 is a lot cheaper than the thousands it costs for a guide dog, which the individual gets for 50p.
