[access-uk] SKRead Updated to Version 2.4

The Skype event reader program SKRead by Sean Randall has been updated to version 2.4. AS taken from its website

Version 2.4 allows you to enter voice names instead of numbers, fixes a few bugs and ads some new hotkeys.

SKREad reads the contact list and Skype text chat and announces status changes of both the Skype user as well as their contacts.

Configuration of whwat information is spoken as well as selection of sapi voice, speech attributes etc. is done thru SKREad's .ini file.
