yes, i know roughly what this is.  I used to have this problem myself
where, on some websites, I'd get the notice you mentioned.  I used to
click no, as, i had no idea what it was talking about and... the webpage
loaded and displayed fine anyway!  I wouldn't even bother with this one.

when you next go to IE  press alt T for tools, go to Internet options.
Then, go to the Advanced tab.  arrow down the list of options. the next
catagory "browsing".  then find the radio botton "disable script
debugging". in your case, it'll say the word "off" after it.  check the
radio botton OK, it.  Restart IE and you should have no more messages.
