or  it's to  make sure they get on with their jobs. Lets not forget
that staff should not use email for personal use.

Anyway  a way  round the problem &assuming the email is truly council
related) the relevant department manager could have your email address
on  a white  list so that it's  allowed through.
My council did this  for my email address.
