Put simply it is the case at this point in time that actual product
(almost no matter what is but especially PCs) are sold extremely cheap
these days, however the cost of human labour to service them in their
destination market is high.  In general it is traditionally the case
that as a society's labour force acquires more rights so it also becomes
more expensive to employ.  The places where a lot of our electronic
goodies are made have labour forces that are much cheaper but also enjoy
far fewer rights.

Those of us who do not have the arcane knowledge or skills have to go to
those who do, and consequentally pay that price.  Actually replacing the
PC power supply is quite easy but knowing that is what the problem is
takes a little more skill and knowledge, although a multimeter in the
right places would help.
