you were either blind or partially-sighted.
Partially-sighted denoted partial sight, in most cases enough to be useful for some practical day-to-day purpose. Blind meant that you had no sight at all. Actually, it didn't take into account the ability to distinguish between light and dark.
the point being that there was no room for ambiguity between the two terms.
The term visually-impaired, in my humble opinion, could mean either blind or partially-sighted, yet, somehow it's come to mean partially-sighted exclusively.

Well, I think they should at least state that a piece of equipment is best
suited for folks with some vision. I myself can get irritated when something
isn't really suitable for a blind person. I suppose so many organisations
refer to "visually impaired" nowadays. I personally am not visually impaired
but am blind.
