Try going to Sound cards in Jaws Utilities to identify what card is checked.
I'm not sure how easy it'll be to make the change automatically but you
could try changing before disconnection so you're not without speech when
you disconnect.

Hi
I have just acquired a Logitech USB headset. Everything is fine except that
when I disconnect the headset, all the sounds come through the speakers
except the JAWS speech. I can get JAWS to come through the speakers by
closing and reopening JAWS. Is there any setting I can change which will
cause JAWS automatically to come through the speakers when the headset is
disconnected? I am running Windows Vista.
