[access-uk] Putting Restrictions in place in Windows XP?

Hi all, my friend has a PC that a lot of people use, and they are fed up with 
them messing up settings etc even though they've gave the people limited 
accounts. So, my question is, is there an accessible tweaking application for 
XP that will allow you to restrict different parts of Windows from being used, 
like the run dialog, internet options, etc? We tried TweakUI, which was very 
accessible, but it didn't do enough in the way of restrictions. We also tried 
the TweakXP.com Tweaking Utility which had everything we needed but wasn't all 
that easy to use with JAWS. Thanks for any suggestions!
