I have phoned dhl, they want far too much to ship to france,
as do fedex and tnt. How can I contact ups?

Hi Adrian.
There are loads of courier companies that can collect and
deliver abroad.
My wife recently used UPS to have a package collected from
the UK and delivered to Spain. Also, DHL and ANC express do
international collection and deliveries.
