Ah, that's exactly what I wanted.  Is this with a broadband modem or do I 
need a dial up modem.  I suspect it is the latter.

yes you can. you leave the handset down until the number has been dialed.
so you use a modem to dial the number.  When the phone starts ringing you
can pick the phone up.  You can in fact use numbers stored in your address
book and dial them which is handy.
