I usually leave the phone off the hook for  a few minutes until they realize
that they aren't going to get an answer and then just hang up. This has
worked for me several times recently.

best thing to do is to get true call then you never even know these fools
exist. it's a shame something cannot be done with them.
our system is far far too leenient with these kind of people.
