For labeling tinned items I use the plastic backed magnetic strip sold by the RNIB which I Braille onto. If I got a PenFriend I would try using small pieces of the magnetic tape and sticking PenFriend labels to that to make a permanent label reusable without any fuss. That's assuming all the house remember to take the label off the lid before throwing it away but that's a different problem entirely!

I imagine the only way in the case of tins or packets to get subsequent uses from a label is to attatch it to a tag and then attatch that to the tin or packet.
