I think it only applies to retailers, not to sending money from your cc.
that charge is a cash handling fee rather than a purchase fee. Look at the
terms and conditions of your credit card provider.

I thought companies could no longer charge extra if you pay using a credit
card, but I have just been charged £1.05 by PayPal for sending £25 to some
one. Is that allowed and if so by what date do they have to stop charging
extra?
