It does sound strange, but this is what to do.

Alt T for tools, O for options, make sure you are in the preferences page.
If not, control tab till you hear preferences.

The first button along says junk male, so press enter on it.

You then have four radio buttons, and you should select the top button which
says no automatic filtering.

The other radio buttons say low, high and safe senders only, so if you have
one of these checked, cursor up to the top button.

Go to ok and press enter, then go to ok in the options menu and press enter.

I do agree, there should be an option to turn everything off, but the top
radio button does seem to do this.  I have Cloudmark spam filter, and junk
goes into my spam folder rather than junk mail.

Hi Folks,
Can anyone tell me how to turn off the Outlook 2003 junk filter please?
The filter seems to be posting items in the junk box even though the
messaged sender has been added to the safe senders list and the safe
recipients list. I have also marked the message as not junk.
I have looked in the junk filter options and there doesn't seem to be any
button to select to turn off the filter.
 
Any help and advice is much appreciated.
