I believe you get three installs and unless you uninstall the program from a machine which is internet connected, the install count is not refreshed. If you're still having problems then you should contact Nuance customer support who will be able to reset the installation count. You are correct in that the program wont let you proceed when installing if an incorrect serial is entered, however activation is an extra validation process which verifies the license code and its authenticity are genuine and that the software is not being used on more than the allowed number of seats.
