I think I might have a fit all phrase.  How about *people with little or no
sight*?  Perhaps the word 'little' needs some work, and we could maybe toy
with the word 'usable'.

Sight loss is stupid if you are born blind.  You can't lose what you never

Where is the right forum to take this forward. My parting shot on this
subject is that I once caught an RNIB spokesperson on In Touch referring to:
"people born with sight loss"! I'd have fired him. They promoted him.
