Software would not appear to be the answer to your problem here.  Why
not investigate a set of cordless headphones for listening to the TV
which many so mildly affected do.  Non-specialist amplification of
ambient acoustics for hearing impaired woul not be advisable for anyone
with a hearing loss as you could be easily boosting the wrong
frequencies and be actually loosing intelligability in the range of
speech.
