Yes, this is true.  I have 4.2 now and you can completely independently turn on 
and off Talkback.

according to this video, seems like we can now launch speach independintely!

Granted this needs to be set in accessibilitty, but as there’s still 2 finger 
holding gesture on start up, so we can launch speach while setting up the phone 
and then we can also set this setting in accessibilitty to turn on talkback 
when desired as shown in that video!
