[access-uk] Netbook Keyboard

Using a Dell Mini 10 netbook with Windows XP Home.
These two keys have been switched since I set up the netbook, in that to get a
" I have to Shift ' and to get an @ I have to Shift 2.
Is this a feature of some keyboards or have I made a mistake with the default
keyboard language? If this is so, can I change it back to normal?
