I honestly couldn't say, if it comes with a regular install of XP then yes, as there's a lot of steps to go through. However, if you can turn it on and boot into XP straight away, there's really no need. I can't find any info online about how XP comes configured on the unit unfortunately.

2 things about the Toshiba: The keyboard is very small, and it is designed
to run Linux, not Windows. Of course, it does run Windows very well, but
if you're looking for a netbook, the Samsung NC10 is currently the best
all rounder, meaning that its price and features are good and
well-balanced.
