Capslock+pgup does indeed announce screen review as you suggest so thanks to

The only other settings-related issue to consider is whether your 
capslock key on the HP is set as an NVDA key - I would imagine that you 
do have this set.  Before trying anything else, go into input help mode 
by pressing NVDA plus number 1 on the long number row and then press 
capslock plus page up.  NVDA should announce that this switches to the 
next review mode.  If not, and if your keyboard configuration is 
definitely for laptop, then you have a problem!
