Strange, I got it first go, Microsoft Soundscape.  Are you on the latest 
version of iOS?  That could be the difference?

It's an app that gives you indications of where you are, but it's great if
you wear headphones because you get speech in your right and left ear and in
front of you.  Mind you, I haven't ventured outside it's too cold and snowy
for that.  But it tells you what's around you in this other voice too, give
it a go!
