Hi,

Do you have a firewall that is blocking the installation?  The bootstrapper,
which is probably what you downloaded, is only a wrapper which detects the
components required on your system and then installs them by downloading
them from the web and then running the appropriate install routines through
Windows Installer.

Try visiting this link, then click on the link further down the page to
download the Full Redistributable Package:
http://www.microsoft.com/downloads/details.aspx?FamilyId=333325FD-AE52-4E35-
B531-508D977D32A6&displaylang=en

This should then work.  IT should not require an internet connection to be
present to complete the install once the full package is downloaded.  Note
the download is approximately 197MB.
