ok! that to me means we'd have to ask the administrator before posting anything as you'd be second guessing yourself continually as to if its on topic or not.

Actually it’s on topic if the moderator/list owner says it is however in this case the mod has stated it is not, just follow what the mod says and find another group to discuss it on.
